Horse players will get a taste of old time bookmaking as Nevada race books will soon begin booking their own bets at tracks owned and/or operated by Churchill Downs Incorporated (CDI).

Last week, Nevada Pari-Mutuel Association voted to reject signing its annual contract with CDI, which owns six racetracks in Kentucky, Florida, Illinois, Indiana and Louisiana. It also operates Hollywood Park in Southern California.

Among the reasons books couldn’t reach an agreement was a proposed rate increase and CDI’s insistence that the contract be limited to a term of one year.

'These issues seem to be an ongoing thing with the Churchill group,' said John Avello, race and sports director at Wynn Las Vegas. 'We’ve been able to negotiate stable, long-term deals with other tracks, but not so with Churchill.'

Without being able to participate in the tracks’ pari-mutuel pools, Nevada books will be forced to book race bets themselves — the way they did 30 and 40 years ago.

Each book will determine how to handle its race action — limits, types of bets, etc. — but horse players can expect to receive track odds on most 'straight' bets — win, place and show — up to a certain limit, while exotic bets such as exactas and perfectas will have a ceiling of odds set by the casino.

'We’ll start with paying track odds on the first $100 on straight bets and determine some limits on exotic bets, such as exactas, quinellas and trifectas,' Avello said.

Avello added that the biggest loss to race books is exclusion from the huge Pick Six pools, which can climb into the millions of dollars.

The first track to be affected will be Calder Race Course, which kicks off its spring meet today (Tuesday). Overall, seven tracks are part of the CDI circuit.

In addition to seeing limits on some exotic bets, horse players won’t find much else has changed at Nevada’s race books. Most shops will be able to televise the races, although the windows may close a minute or two earlier than before.

'I don’t think most customers will be adversely affected,' Avello said. 'We’ll try to keep them in action as best we can.'

Overall, there are about 80 race book members of the Nevada Pari Mutuel Association, according to Association Director Patty Jones.

'We’ve had a dark period before with the California tracks,' Jones said, adding that it was uncertain if and when negotiations could resume with CDI.

'At this point it’s uncertain exactly what the next move will be,' Jones said.

A spokesperson for CDI said Churchill 'is still interested in reaching an agreement' with the Nevada Pari-Mutuel Association, but would not elaborate on the sticking points.

'It’s our policy not to discuss the terms of our agreements,' said Julie Loignon, director of corporate communications for CDI.

Loignon added that she did not know if or when negotiations between the sides would resume.
